As a teenager kills himself live on the web, should those who egged him on be punished?

A 19-year-old man from Florida has killed himself live on the internet.

Abraham K. Biggs filmed himself overdosing on the video site justin.tv.

Reports suggest that the teenager was encouraged to commit suicide after posting that he was thinking about taking his life on the internet discussion forum bodybuilding.com

Should the people who egged him on be punished for their actions?

Is it time the authorities did more to make online forums and social networks safer for vulnerable young people, or does the nature of the web make it impossible to police?
