Uruguay is to become the first country to fully legalise marijuana - but what does it mean?

Time to start thinking about a relocation plan Rihanna and Miley Cyrus as Uruguay is set to become the first country to fully legalise weed.

Yes, we all know you can baked off a brownie in Amsterdam - but Uruguay will take it to a higher level (see what we did there?) and legalise the production, distribution and sale of marijuana for adults.

The proposition was put forward by the President José Mujica last year, and the Senate will vote today on whether it shall be so.

If it passes, people will be allowed to grow their own and take at will - but it will be illegal to drive under the influence, there will be no advertising and there will be an minimum age law.

The reason behind the move is to harness all the illegal drug money flowing through the country at the moment and channel it into education and treatment of drug use.

The move to legalise drugs to help battle drug addiction has raised an eyebrow or two - but the view coming out of the Global Commission on Drug Policy is that the war on drugs is failing, and it is time to try something new. Watch this space.
