Writing a report

Hi everyone I am at present writing a report - I've got time to do it but I have written brief descriptions rather than expand it. I have a hearing problem. I have learnt English the hard way so I tend to write briefly when I'm doing reports. I have a guide on a body of the report but its a lot of words like a degree dissertation ( excuse my spelling). I have to do 4000 words but at present its 450 words so how do you expand it without repeating phrases as I know its a turn off? Only one area is descriptive and the rest is analytical and recommendations.
