My 14 year old niece bugged me for absolutely ages to do her hair dark and in the end I gave in and coloured it for her, but now a year on she wants to go back to blonde!!! I don't know what to do as I'm the only one in the family she trusts to do it and her mum is always working

The light isn't very good in my kitchen, but this is her last week. Her hair is darker than this, almost ginger and she's getting teased at school

When was the last time it was coloured? A year ago? Was it a permanent or semi that was used? If she wants to go lighter the best thing will probably be highlights but if theres dye already on the hair and a years regrowth at the roots when you put any bleach on the hair it will take differently depending on whether its virgin hair or dyed hair.
Sooo....I think theres a couple of options (but would be best to get professional advice)
If you highlight it and lift the hair with bleach then go over it with a toner (which I *think* is kinda like a semi) the hairdresser used this technique on me a couplea months ago, she did it like that to make sure the colour was even when it was lifted as I had a few inches of virgin hair and the rest was dyed then she put a toner over it (these were halfhead highlights btw) to tone the blondeness down to a carame colour (Im naturally dark brown and didnt want the highlights to be too blonde but your neice might be different)
My friend who highlighted my hair a few weeks ago however used Matrix colour which lifts and colours at the same time which I found to be a lot better, ummm...not sure how much help im being here lol.
I dont know if buying a permanent dye which is a lighter colour than what it is at the moment would be a good idea because it would be dying her whole head of hair and I dont know how natural it would look but maybe if you took her into a hairdressers and have a colour consultion which are free you could then do what they suggest at home?
