The officials claimed they had no record of a Supreme Court ruling which overturned a ban on her leaving the country following charges of obscenity connected to an on stage kiss with Richard Gere.
There was outrage in India earlier this year when Gere, 58, swept Celebrity Big Brother winner Shetty off her feet and kissed her several times on the cheek at an Aids-awareness event.
Speaking of the airport incident Shetty's spokesman, Dale Bhagwagar, said: "She called me in the middle of the night and was in tears."
Shetty apparently said: "I can understand something like this if I'd committed a criminal offence.
"But what was my offence, when I'm just an actor, going to perform a musical on foreign land?"
Gere apologised for the kiss but an arrest warrant was issued.
