Dare to tan
If you're pale, your décolletage will benefit from a tan so choose your favourite self-tanner to give you some colour - I like Fantasy Tan from fantasytan.co.uk. It will also stop the thin, delicate skin in the chest area looking translucent and will leave it glowing with health.

Moisturise, moisturise, moisturise!
A healthy sheen on your skin helps give the look of fullness - it's the same principle as lip gloss for the lips. Gently massage a rich moisturising cream into the collarbone and over the arcs of your bust to enhance the area. Repeat daily and apply a little more before a night out. Beautiful bronzer
Grab a large, soft bronzing brush and swirl it into a powder with a hint of sparkle or iridescence to help reflect the light. Remove the excess on your bristles with a light tap and apply in circular motions (to avoid streaks) then lightly dust over the shoulders, collarbone, breast bone and the arcs of the bust. "As someone who would consider going under the knife for a fuller cleavage, I was desperate to put Rodials bust enhancing cream through its paces. Claiming to up your cup by half a size (you take what you can!) after 56 days of using the formula, youre expected to see a change in size, plumpness and lift. At present Im only a quarter of the way through the recommended testing time but I swear things are already changing - granted, it could also be down to hormones - but theres no denying my skin feels smoother and theres an improved perkiness in the bra department.
