They explain that pre-cellulite skin is just dimple and cellulite free skin, but the The Dermal Institute does identify four stages to cellulite.

The cellulite becomes more pronounced in the final stages, setting up camp on your ass. By the end of stage four, it is game over for your youth.
The research continues that all women are born with the cellulite cell structure (men get off scott free. Those cheeky, no child birth giving swines). This means that all women have the capacity to have cellulite (and 90% of women do get it) - but it is down to lifestyle choices and genetics whether it actually happens.
